How to undo the 17th Amendment, or limit it's effect
Clearly,in order to undo the 17th Amendment, which gave us "bought and paid for" Senators, we cannot count on the center of corruption itself, Congress, to initiate the repeal. How do we stir up the states enough to form a constitutional convention and repeal the 17th, and maybe the 16th, too?
Before such a happy day occurs, can we use the authority of the states, and their secretaries of state to impose qualifications upon senatorial candidates, and refuse to certify those who do not meet them? What I have in mind is requiring some percentage of campaign funds to be raised from in-state donors.

Could it be legal to require 100% of donation to be in-state? I don't like my reps raising money in NY or MA.
